Birth defect where it looks li

I made a new friend, but I noticed that she had one strange arm. I didn't ask because I just met her and I thought maybe it could be a sensitive issue. I mean she seemed confident and happy, but it just didn't feel right to ask about. Her arm is perfectly fine down until where the elbow would usually start. There are little fingers growing, and actually they are the same shape and small like toes. She's probably under 5 feet tall and thin (not unhealthily). I'm pretty certain she has no other defects other than the arm. What defect could this be? I mean I suppose I should ask her, but I'm not going to see her for a while and I keep on wondering.
