User Password Error In Active

Hi,
I installed Windows Server 2003, i also made it DC, Installed DHCP, Wins, DNS etc.
When i create user in Active Directory, it didnt create user and comes error
(Windows cannot set the password for "ali" because:
Password doesnot meet the password requirement policy,check the password minimum length, password complexity, .......)
I also check password policy and i applied password according to it.
plz help me...
