How do i fill my central heati

I have 2 tanks, one for hot water and then a smaller one under it which i believe is a central heading tank.
Some of my radiators need to be bled alot. Eventually the water wont come to the top of them when i have bled them and I have to ring my landlords repair company alot for them to come and sort it out.
They have told me there is no leak but that the lank just central heating tank needs to be filled again.
They wont show me how to fill it up myself (because they get paid evey time i call them!).
For me though it means i have to take a day off work or stay in all day on my day off to wait for them.
I cant see a valve to let water in, can anyone help with how i would fill it? Thanks
