Kim cos, like i've said elsewhere he just doesn't care, but you know how I feel about Bellick, so i'm gonna have to say Bellick. He stepped on Michael's foot after the toes had been chopped off, He tortured T-bag, He put Tweener in a cell with Avocado and kidnapped Maricruz!!

I think that Bellick is more evil definatly, but Kim has more power so is scarier and he doesn't care who gets killed!

Kim for me because I dunno bellick doesnt have as much power as Kim so thats why i think kim is more scarier than Bellick
